Finally, WFP works with smallholder farmers and links them to markets.As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.ARE YOU UP TO THE CHALLENGE?We are seeking a qualified individual for the position of Programme Policy Officer (Cash Transfer Delivery Mechanism), NOA to be based in Kampala Selected candidate will be employed on Fixed Term.ORGANIZATIONAL CONTEXTThese jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity. JOB PURPOSEWFP is jointly implementing the “Child-Sensitive Social Protection Programme in Refugee-Hosting Districts in the West Nile Region” (CSSP) with UNICEF. WFP is responsible for the CSSP’s social protection systems strengthening pillar, which focuses on enabling improved delivery of three Government of Uganda social protection programmes at the district level, as well as developing a nutrition-sensitive cash-based transfer (CBT). This work will involve process improvements at the service delivery level in the districts and eventually improvements and integration of systems across programmes.Under the supervision of the Programme Policy Officer Social Protection (CST) within the Resilience and Social Protection programme team, the primary job purpose of the PPO-Cash Transfer Delivery Mechanisms is to improve the delivery process of CBT services to beneficiaries by contributing to the design, planning, implementation, monitoring and evaluation of cash delivery mechanisms. This includes strengthening systems and processes of individual government programmes and design of a nutrition-sensitive CBT, including but not limited to targeting, registration, enrolment, delivery and case management (information updates and complaints).KEY ACCOUNTABILITIES (not all-inclusive)1.Support the development and implementation of CBT processes and components for initiatives led by the social protection unit and other programme sub-units:  I. Oversee and coordinate technical support for the improvement of CBT processes in government social protection programmes supported by the CSSP;  II. Support development and implementation of the CSSP’s CBT component and supporting processes and coordinate development of its management information system (MIS);  III. Support the development and implementation of CBT activities led by other Programme sub-units;  IV. Coordinate with the CBT unit to support the harmonisation of social transfers with humanitarian cash delivery systems as required;  V. Support the appraisal of various cash assistance delivery mechanisms to suit specific programmes based on context and the required proposal development;Participate in the Cash Technical Working Group and other relevant internal fora on Cash-Based Transfers as required to improve cross-unit collaboration.2. Support the development of improved Management Information System (MIS) tools and processes and their implementation in accordance with the CSSP for district and national partners:  I. Support the technical assessment, design, rollout and deployment of MIS tools and processes for stakeholders;  II. Support the design and implementation of process monitoring tools for quality assurance and to ensure compliance to WFP policies and procedures;  III. Engage and collaborate with internal and external stakeholders to coordinate assistance delivery mechanisms across the various stakeholders;  IV Participate in relevant internal and external fora on assistance delivery mechanisms as required to improve cross-organizational collaboration3.Support integrated resource management of the Social Protection and Resilience portfolio, setting up tools and process for portfolio management; monitoring and reporting on the CSSP budget; and mentoring junior members of staff for continuous update and use of these tools. Support other work of the unit as determined in accordance with organizational priorities.STANDARD MINIMUM QUALIFICATIONSEducation : Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.Language : International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.National Professional: Fluency (level C) in
